Custom dimensions & biomes for mods

I think custom dimensions should be brought to mods, with features like: type of dimension (caves, surface, islands), what biomes with what noise settings they prefer, and custom biomes to make custom dimensions. Also it would be nice to make a particle, biome and dimension builder to Mod Builder.
